Experience & Record

Michael Fisher is a seasoned attorney with more than 30 years of legal experience, admitted to the practice of law in 1994. His career spans criminal law, appellate practice, government representation, complex investigations, civil litigation, and regulatory compliance. He has served as in-house counsel, senior government attorney, prosecutor, and private practitioner. In each of those roles he provided strategic legal guidance and effective advocacy in both the courtroom and administrative proceedings.

Mr. Fisher began his legal career as an Assistant Cleveland City Prosecutor, and later as an Assistant Prosecuting Attorney with the Cuyahoga County Prosecutor's Office, where he prosecuted felony offenses and served as a community prosecutor. His experience includes more than 70 jury trials, hundreds of bench trials, extensive appellate advocacy, and participation in joint federal and local law enforcement task forces investigating environmental crimes. Having tried cases as a prosecutor, he understands exactly how the State builds a case, and how it loses one.

As a founding partner of Moran & Fisher, Mike contributes to the firm's combined record of over 100 jury trials, over 300 bench trials, and over 500 cases written and argued in the Court of Appeals.

Government & Leadership Experience

Before joining Moran & Fisher, Michael served as Vice President and General Counsel for Lakeland Community College (2016-2024), one of Ohio's leading public community colleges. In that dual leadership role, he provided comprehensive legal counsel to the college's administration, Board of Trustees, Human Resources Department, and campus police and security operations.

Earlier, Mr. Fisher served as a Principal Assistant Attorney General in the Ohio Attorney General's Office, Education Section, representing Ohio's public colleges and universities in state and federal courts, administrative proceedings, and regulatory matters. He also spent more than seven years in the Attorney General's Health Care Fraud Section, where he supervised assistant attorneys general and led investigations involving healthcare provider fraud, employer fraud, and claimant fraud throughout Ohio.

That breadth — felony prosecution, senior government practice, and executive leadership — lets Mike navigate complex legal problems and deliver practical, results-oriented counsel to the individuals he now defends.
